Holding an E-visa (or another visa path) does not remove the air pre-arrival step described by Travel.State.Gov.

Per Travel.State.Gov:
- You travel on a non-Vietnamese passport
- You enter Vietnam by air
- You must fill the pre-arrival declaration form no earlier than 3 days prior to arrival
For most U.S. trips that are not a qualifying Phu Quoc-only stay, a visa is still required — apply before travel. The declaration does not replace that step.
