Short answer: The Vietnam pre-arrival declaration is an air-entry information form — it is not a visa and does not replace a Vietnam eVisa. Travel.State.Gov states that travelers on a non-Vietnamese passport entering Vietnam by air must fill out a pre-arrival declaration form no earlier than 3 days prior to arrival. Completing the pre-arrival form does not replace a Vietnam visa. Travel.State.Gov still states a visa is required for most trips (Phu Quoc island exception for stays of 30 days or less only).

Per Travel.State.Gov:
- You travel on a non-Vietnamese passport
- You enter Vietnam by air
- You must fill the pre-arrival declaration form no earlier than 3 days prior to arrival
For most U.S. trips that are not a qualifying Phu Quoc-only stay, a visa is still required — apply before travel. The declaration does not replace that step.
