Who needs to complete it
Air travelers entering Cambodia should confirm whether the e-Arrival Card applies to their flight and nationality rules on official channels.
UK Foreign, Commonwealth & Development Office travel advice states that if you enter Cambodia by air at Phnom Penh, Siem Reap, or Sihanoukville international airports, you must complete and submit an electronic e-Arrival Card within 7 days prior to arrival.
US citizens still need their visa (for example an e-Visa) and this arrival step when the rules apply.

Airports (UK FCDO): Phnom Penh, Siem Reap, and Sihanoukville international airports — complete the electronic e-Arrival Card within 7 days prior to arrival.
