The passport-handling difference affects what you must prepare to submit. The tourist application is online, with an approved certificate to present at entry. For a K Visa, the Embassy needs the original passport to affix its sticker; a mailed application also needs a tracked prepaid return envelope. Establish the traveler's K basis before sending that passport or paying for an electronic application.
For a traveler with an established K basis, compare the planned entries and the passport's expiry date. The tourist eVisa permits one entry and is valid for three months from issue; the K Visa permits multiple entries and remains valid until the passport expires.
