ETIAS vs Schengen Visa: What US Travelers Need for Short Stays
Short answer: For a short tourist visit to France and the Netherlands on a US passport, the relevant future route is ETIAS, not a Schengen visa sticker. You will not need a separate ETIAS for each country. As of 23 September 2026, ETIAS is not operating and is collecting no applications, so there is nothing to apply for yet. A traveler who needs a visa for their passport or purpose of travel should use the relevant consular visa route instead.

ETIAS and a Schengen visa serve different travelers. ETIAS is a travel authorisation for visa-exempt visitors once the system begins operating; a visa is the route for someone whose circumstances require one. That difference determines both whether you will need ETIAS and which authority you should approach.

For a US vacation or brief business meeting, start with the visa-exempt short-stay route. If your passport, activity or intended stay puts you outside it, ask the relevant consulate which visa applies before making travel plans.
ETIAS for visa-exempt short stays
US nationals are listed among the visa-exempt travelers who will need ETIAS for short visits to the European countries that require it. Once ETIAS opens, a US tourist or someone attending a short business meeting will use a travel authorisation rather than a Schengen visa sticker for that type of visit. A valid ETIAS allows stays of up to 90 days in any 180-day period in the countries requiring ETIAS; time in Cyprus is calculated separately.
ETIAS does not turn a short visit into permission to work or live abroad. The purpose and length of your trip still matter, even if your passport is visa-exempt. For now, check the official EU ETIAS status before travel: the EU says it will announce the start date several months ahead of launch, and no application is available as of 23 September 2026.
Schengen visa (sticker)
A consular visa is the route to examine when a traveler cannot use the visa-exempt short-stay path. ETIAS is not a substitute for a required visa. For example, the EU says work requires a work visa, while study lasting more than 90 days requires a student visa. Attending a business conference or meeting, by contrast, can fall under ETIAS once it operates.
The appropriate visa depends on the traveler and the trip. Contact the consulate of the country concerned for the applicable visa requirements and filing arrangements. A holder of a valid uniform visa or national long-stay visa does not also need ETIAS for that trip.
One authorisation, not one per country
France and the Netherlands are both on the EU list of countries that will require ETIAS from visa-exempt visitors. If your US passport and short-stay plans qualify, you will need one ETIAS travel authorisation for a France–Netherlands itinerary, rather than one for France and another for the Netherlands. The EU also says that, after an authorisation is issued, you may change your plans and visit any of the 30 countries on its ETIAS list.
That flexibility does not reset the stay limit when you cross between those countries. ETIAS is valid for three years or until the passport expires, whichever comes first, and multiple trips remain subject to the overall authorised-stay limit. Plan the combined itinerary around that limit, then confirm the current country list and ETIAS status before departure.
Which path fits your trip?
Begin with the passport you will travel on, your purpose and how long you intend to stay. A US passport holder taking a short holiday through France and the Netherlands falls into the visa-exempt visitor category; ETIAS will become relevant when the system starts, but there is no ETIAS application to submit today. If the trip involves work, study beyond 90 days or another situation requiring a visa, take those plans to the relevant consulate. The fact that the itinerary includes countries on the ETIAS list does not change the visa requirement for that traveler. European authorities make the authorisation and visa decisions, and entry is decided at the border.
