Kenya Transit eTA: Airside Layover vs Leaving the Airport
Short answer: A passenger transiting Kenya is exempt from the eTA when they arrive and leave on the same aircraft, or transfer to another aircraft, and do not leave the precincts of an airport in Kenya. If your journey takes you outside those precincts, plan for an approved eTA before travel unless another published exemption applies. A plane change alone does not settle the question. The distinction is about where your connection takes you, not simply how long the layover lasts. Ask your carrier what happens between arrival and departure if your booking does not make that clear.
Staying inside airport precincts
Changing planes can still fall within the exemption. Kenya's published wording covers both remaining on the same aircraft and transferring to another aircraft, provided the passenger does not leave airport precincts. You do not need to treat every connection involving a different flight as entry into Kenya.
Check the actual route for your booking. A terminal change, baggage collection, or hotel arrangement does not by itself tell you whether you will remain within the stated precincts. Your carrier can clarify the connection it has booked and whether you must follow a route that leaves the airport precincts; for an uncertain boundary, confirm it with the relevant airport or Kenyan authorities. If the connection stays within the published conditions, the transit exemption is the relevant rule.
If you leave the precincts
If your itinerary takes you outside airport precincts, the air-transit exemption no longer fits that itinerary. Kenya's general eTA rule says visitors, including infants and children, must have an approved eTA before the start of their journey unless another exemption applies. Plan the entry part of the trip before departure, even if Kenya is only a stop between flights.
For example, a visit that takes you outside the airport precincts to Nairobi changes the decision from a connection within the airport to entry into Kenya. If you are unsure whether a baggage or overnight arrangement has the same effect, establish the route first; the name of the arrangement alone is not enough to classify it. Then use the Kenya eTA guide to review the entry route and apply, if required, through the official Kenya eTA portal before you travel.
Ship and other listed cases
Kenya also lists exemptions for passengers who arrive and leave on the same ship without leaving it, and for owners of private aircraft stopping for refueling who do not leave the airport precincts. These are separate conditions tied to the particular journey. A traveler changing flights should use the air-transit wording above, rather than assuming that every stopover is treated alike.

Do I need a Kenya eTA for a layover?

I am changing planes. Is that still exempt?

What if I go into Nairobi or collect bags landside?
A trip outside airport precincts to Nairobi does not meet the air-transit condition. For baggage collection, confirm where the required route takes you: the fact that you collect bags, or that a route is described as landside, does not establish the official precinct boundary on its own.
