Can You Fly to Sri Lanka Without an Approved ETA?
Short answer: If your Sri Lanka ETA shows only an acknowledgement or remains pending, do not count on flying and completing it at the airport. The official ETA status page says you must receive the ETA Approval Notice before arriving and that an acknowledgement is not entry approval. Sri Lanka's official pages also give conflicting information about a limited arrival facility at Bandaranaike International Airport (BIA). That facility is too uncertain to treat as a backup plan for an unapproved application. Start with the official ETA status check, using the details for your application. The message you received when you submitted the form may be a receipt, while the status system shows what happened to the application afterward.

This distinction matters most when departure is close: a submitted application is still a request for authorization, even if you have a reference number to quote when asking about it.
Acknowledgement vs ETA Approval Notice
An ETA acknowledgement confirms that the application was received. The official sample acknowledgement includes a reference number and says a response will be sent within 48 hours. That wording describes an expected response, not an approval or a guarantee that a decision will arrive in time for your flight.
Imagine submitting your application tonight and receiving an email with a reference number while your flight leaves tomorrow. You can use that number to check the case, but the email does not turn a pending application into travel authorization. The official status page explicitly says an acknowledgement does not serve as entry approval.
Once the status is Approved, the system lets you download the ETA Approval Notice. Sri Lanka's sample notice page calls it the confirmation document issued for boarding and entry. Keep a copy with your travel documents; the ETA instructions advise carrying one to show at the port of entry.
Why the official airport and prior-ETA pages conflict
A Sri Lankan immigration notice effective 25 May 2026 says all foreign nationals, including travelers covered by its 40-country tourist ETA scheme, are required to obtain an ETA before arriving in Sri Lanka. The United States is among those 40 countries. The ETA status page adds that travelers are not permitted to arrive until they receive the Approval Notice.
At the same time, the general official ETA application-method page still says a limited facility to obtain an ETA at BIA is available for travelers without prior approval, with additional fees. Both statements are on official Sri Lankan sources. The pages do not explain how the limited facility fits with the newer prior-arrival instruction or which travelers, if any, can rely on it in a particular case.
For a traveler whose online application is pending, the practical choice is to seek the Approval Notice before departure. The BIA wording indicates a facility may exist; it does not establish that a pending applicant can board, receive an ETA after landing, or enter Sri Lanka.
What to do if your ETA is still pending
Check the official status again before you leave for the airport. Look specifically for Approved and the downloadable Approval Notice. Compare the passport number, nationality, and date of birth in your application with the passport you will travel on; the official application terms require those details to be correct and the same travel document to be used for entry.
If approval is still missing, use the official ETA application channel for current instructions. If you receive a referral notice, contact the Department of Immigration & Emigration about the necessary ETA; if the application is rejected, contact the nearest Sri Lankan overseas mission for assistance. You can also ask your airline which documents it will check for your specific journey before committing to travel. None of these contacts can be treated as an emergency approval promise. If you still do not have approval close to departure, consider changing your travel plans rather than assuming the BIA facility will solve the problem after arrival.

What the BIA arrival facility does not guarantee
The existence of a limited application facility at BIA is only one part of the journey. An airline can make its own carriage decision using the documents and requirements it applies at departure. An arrival application still needs a decision from Sri Lankan authorities. The same official application-method page warns that if an airport application is referred, the traveler will be refused entry and returned to the original destination. Even an approved ETA does not replace immigration clearance: on arrival, the traveler presents a passport to the immigration officer, who decides admission.
That is why the airport-facility statement cannot answer the question “Will I be allowed on my flight?” for every traveler. If you have no Approval Notice, the safest actionable evidence is the live official status and direct guidance for your case before departure, rather than an assumption about what might happen at the BIA counter.
