An ETA is an electronic travel authorisation for eligible short trips (valid for 2 years or until the passport expires, whichever is sooner; stays up to 6 months while it is valid). A Standard Visitor visa is a visa application with a different fee and process — not the same product as an ETA.

GOV.UK — Standard Visitor notes that if you have previously been refused entry to the UK or have a criminal record, you may want to apply for a Standard Visitor visa even if you do not need one. That is optional guidance, not a blanket rule for every US traveler.

Depending on nationality, travelers either apply for a Standard Visitor visa or an ETA (GOV.UK). US nationals usually fall on the ETA side for ordinary short visits — confirm your case on the official pages before you book.

What a Standard Visitor can and cannot do
